Déjà 31% de hausse en 15 ans ! Les parents d’élèves disent non à la nouvelle augmentation des frais de scolarité annoncée pour la rentrée prochaine.

A 31% increase in 15 years! Parents are opposed to the new tuition fees increase announced for the next 2017 school year.

15年間で、すでに31%の増加!学生の保護者は、来年度のさらなる授業料の値上げに反対します。

Lundi prochain se tiendra le deuxième Conseil d’administration du LFI Tokyo pour l’année 2016-2017. C’est un moment essentiel pour la vie de notre établissement car les administrateurs, dont deux représentants des parents, y voteront le budget financier pour l’année scolaire à venir.

Aujourd’hui, sur un nouveau site depuis 2012, le LFI Tokyo propose un riche choix pédagogique, avec la création de filières comme la section orientale ou, à la rentrée prochaine, l’OIB anglais américain. Nous nous félicitons de cette richesse et nous sommes profondément reconnaissants à la direction et à l’ensemble de l’équipe pédagogique d’avoir permis la mise en place d’une telle offre dans un tel cadre. Nous comprenons aussi que tout cela a un coût.

Il nous semble cependant important de nous orienter aujourd’hui vers une maîtrise des dépenses qui sont pour une importante part à la charge des parents à travers les frais de scolarité.

Il est en effet essentiel que le LFI Tokyo offre une réelle accessibilité financière à l’ensemble de la communauté française, et au-delà aux francophones ou francophiles souhaitant scolariser leurs enfants dans le cadre de l’Education Nationale. Cette accessibilité financière nous apparaît être une des conditions fondamentales pour que le LFI Tokyo assure sa mission d’éducation pour tous constitutive de l’idéal de l’École Républicaine.

Or, depuis 15 ans, les frais de scolarité ont déjà augmenté de 31% dans un pays où l’inflation, pour la même période, ne progressait que de 2,4%. C’est pourquoi nous avons demandé que la direction propose des budgets alternatifs sans hausse des frais.

Nous souhaitons que le prochain budget ne comporte pas de hausse des frais de scolarité afin que le LFI Tokyo puisse s’ouvrir le plus largement possible à tous ceux qui souhaiteraient y scolariser leurs enfants, mais qui parfois hésitent ou renoncent à le faire pour des raisons financières, et pour que la charge financière qui pèse sur ceux qui ont fait ce choix ne s’accroisse pas au fur et à mesure de la scolarité de leurs enfants.

C’est dans un tel sens, conforme aux engagements formulés dans nos statuts, que nous prendrons position lors du CA de lundi 6 février. N’hésitez surtout pas à nous contacter pour nous faire part de votre avis à ce sujet.

Dear FLT Members,

Next Monday, the second Board Meeting of the LFI Tokyo for school year 2016-2017 will be held. This event is a crucial milestone for the life of our school because the board members, two of whom are representatives of parents, will vote the Budget for the next school year.

Today, on a new site since 2012, the LFI Tokyo offers a rich assortment of curriculums, with newly created paths such as the Oriental Section or, from next academic year, the American English OIB (International Option of the Baccalaureate). We wish to express our very high appreciation for this richness of curriculums, and feel deeply grateful to the Management Team of the school and the community of teachers to have enabled the implementation of such programs in such environment. We also understand that this comes at a cost.

We believe that it is now important to focus on enhancing the management of expenditures, as a significant part of these costs are borne by parents through tuition fees.

It is indeed essential to ensure that LFI Tokyo guarantees a real accessibility and affordability to all members of the French community, and beyond to French-speaking and Francophile families wishing to have their children educated in the framework of the French National School System. This financial accessibility is in our view one of the fundamental requirements for the LFI Tokyo to achieve its mission of Education for All in accordance with the principles of the French Republic ideals.

However, for the past 15 years, tuition fees have increased by 31%, in a country where inflation, during the same period, only increased by 2.4%.

For these reasons we would have very much appreciated if the Management Team of LFI Tokyo could have proposed alternative budgets, without increase of costs and fees.

We strongly advocate a Budget without increase of tuition fees, so that LFI Tokyo may be accessible to all those who wish to have their children educated in its system, but sometimes hesitate or give up for financial reasons. We also wish to ensure that the financial burden of parents who have made this choice would not increase year by year as their children accomplish their schooling.

During the Board Meeting of February 6th we will therefore state our position along the principles outlined above, in accordance with the commitments expressed in our Association’s charter. Feel free to contact us to share with us your perspective on this important matter.

FLT会員の皆様へ

 

来週2月6日 月曜日、2016-2017年度の第2回 東京国際フランス学園理事会が開かれます。この理事会は、私たちの学園生活にとって重要な機会となります。何故ならば、2名の保護者代表を含む役員が来年度の財政予算に投票するからです。

今日、東京国際フランス学園は、2012年来の新しい地区で、オリエンタル・セクション、来年度からのOIBアメリカ英語などのコースを創設し、教育に多くの選択肢を提供しています。私たちは、この豊かさを喜ばしく思い、このような環境で、このような提供を可能にした校長先生をはじめ学校関係者の皆様、教職員の皆様に心から深く感謝しています同時に私たちは、これらのすべてには費用がかかることを理解しています。

しかしながら、授業料を通して、保護者の負担が大きい費用を抑制していくことは今日私たちにとってとても重要だと思われます。

東京国際フランス学園は、フランス人コミュニティ全体に、そしてさらにフランスの教育環境に子供を就学させたいフランス語圏の人々と親仏家に、経済的に手の届く授業料を提供することが不可欠です。経済的に手が届くことは、東京国際フランス学園が本国の学校理念である全ての子供のための教育の使命を果たすための基本的な条件の一つであると思われます。

ところが、この15年間、授業料は31%も増加しています。同期間のインフレーションは2.4%しか増加していない国でです。

したがって、私たちは、学校側が授業料を増加せずに代替予算を提案することを望んでいます。

私たちは、東京国際フランス学園が、入学を希望するすべての子供たちに、また経済的な理由でそれを躊躇したり断念したりする人のために、最大限に広く門戸を開き、また在校生の家庭の経済的な負担が徐々に増加することがないように、次の予算に授業料の増加が含まれないことを望んでいます。

2月6日(月)に行われる理事会で私たちがとる立場は、誓約にかなったうえで、上記のような立場です。
